Regional Partnerships Manager

Tostan is recruiting a Regional Partnerships Manager to join its Partnerships Department. The position is based in Thiès, Senegal.

Your role

Reporting to the Chief Partnerships Officer, you will lead the development, cultivation and growth of Tostan’s regional and institutional partnerships portfolio. You will turn Tostan’s strategic priorities into a focused portfolio of high-potential accounts and opportunities, and move them from early positioning through qualification, conversion, negotiation, renewal and growth. You will also serve as a source of institutional partnership expertise across Tostan, and supervise the Partnerships Development Officer.

Key responsibilities

Partnerships development, engagement and positioning (40%)

• Lead engagement with priority regional and institutional partners: governments and public institutions, United Nations agencies, multilateral and bilateral donors, African regional and sub-regional institutions, development banks and development finance actors, institutional foundations, and selected private-sector partners.
• Develop tailored engagement strategies for priority accounts and build relationships with decision-makers and influential stakeholders.
• Position Tostan early in relevant funding and partnership discussions, including before formal opportunities are launched.
• Represent Tostan in selected donor consultations, strategic forums, regional platforms and partnership spaces.
• Identify and develop strategic partnerships and consortia where Tostan has a clear comparative role.
• Work with the CEO, CPO and other senior leaders to prepare and support high-level donor and partner engagement.

Portfolio development, resource mobilization and conversion (45%)

• Manage a focused portfolio of priority accounts with clear strategies, relationship objectives and next actions.
• Lead opportunity qualification and recommend whether to pursue, nurture, monitor or decline.
• Serve as Opportunity Lead for selected high-value opportunities, mobilizing the appropriate deal team through cultivation, proposal development, negotiation and decision-making.
• Work with Proposal/Program Liaison, Programs, MERL, Research, Finance and other teams to secure the technical, financial and evidence inputs required.
• Provide strategic review and donor-positioning input for priority proposals and donor-facing materials.
• Lead or support negotiations, and develop renewal, extension and account-growth strategies for existing partnerships.
• Monitor portfolio performance against pipeline, conversion and revenue targets, and contribute to diversifying Tostan’s funding base.
• Provide institutional partnership expertise for opportunities opened by country offices, affiliates, senior leadership or other teams.

Team leadership, coordination and organizational alignment (15%)

• Supervise the Partnerships Development Officer, including priority setting, coaching, performance management and professional development.
• Work closely with Global Philanthropy and National Partnerships to align partnership approaches.
• Contribute to portfolio reviews, annual planning and departmental performance monitoring.
• Support consistent use of the shared partnerships operating system: account ownership, opportunity roles, handoffs and qualification processes.
• Escalate strategic decisions, major negotiations, portfolio conflicts or high-risk opportunities to the CPO as appropriate.

Profile

• A master’s degree in a relevant field is welcomed and preferred.
• Strong experience in institutional partnerships, resource mobilization, business development or strategic partnerships.
• Demonstrated ability to develop and manage institutional donor or partner relationships.
• Experience developing opportunities with governments, multilateral or bilateral organizations, foundations, regional institutions or related actors, from early engagement through proposal, negotiation and partnership development.
• Strong understanding of institutional donor priorities, funding processes and partnership models.
• Ability to manage a portfolio and prioritize among multiple accounts and opportunities.
• Experience coordinating cross-functional teams around complex opportunities.
• Fluency in French and English, written and spoken. Knowledge of a language spoken in Tostan countries is an asset.
• Strategic in outlook and pragmatic in execution, with a collaborative leadership style.
• Enjoys working in a small, mission-driven NGO and is comfortable across cultures, geographies and functions.
• Commitment to Tostan’s mission and values.

Contract: Local contract. Start date to be confirmed.
